National Managed Fund

The National Managed Fund (NMF) was established by governments to pool residual liability risks associated with potential Blood and Blood Products liability claims against the Australian Red Cross Blood Service arising from blood borne disease transmission within the Commonwealth of Australia. 


The NMF became effective from 1 July 2000, prior to the establishment of the NBA.  The NMF is governed by a Memorandum of Understanding (MoU) which was signed by all states and territories, the Commonwealth and the Blood Service.  The MoU describes the scope of cover provided by the NMF.


The Fund is overseen by the Jurisdictional Blood Committee (JBC) and is supported by a specific purpose technical sub-committee called the National Indemnity Reference Group (NIRG).  The NBA provides secretariat support to the NIRG.  The Australian Government, State and Territory governments and the Blood Service each pay an annual contribution to the National Managed Fund.  To date there have been no claims against the NMF.


The NBA currently has two contract service providers to assist in the management of the National Managed Fund.  With these contracts expiring shortly, the NBA is working with the NIRG to procure new contractor/s to provide management and advisory services.
