In 2008, the NBA, under the guidance of the Jurisdictional Blood Committee (JBC), commenced the development of a comprehensive Multi-criteria Analysis (MCA) Framework to facilitate evidence-based evaluation of Schedule 4 National Blood Supply Change Proposals and provide advice to Government to support decisions about changes to products or services funded under the national blood supply.
In making decisions about the inclusion of new products and services on the National Product and Supply list, governments must consider a number of blood sector policy objectives. In this regard the MCA Framework has been developed to address the relevant primary and secondary policy objectives of the National Blood Agreement.
Following approval from the JBC, the NBA is pleased to make available, the draft Schedule 4 MCA Framework for comment. Provided in the document is the full draft MCA Framework, including the criteria, definition, scope and rating scale and a description of how the MCA Framework works within the two-cycle decision-making process provided for in Schedule 4 of the National Blood Agreement.
Any person or organisation with an interest in this matter is invited to make comment or a submission to the NBA for consideration by JBC. Such comments or submissions should be provided by Friday 19 June 2009, and marked to the attention of Ms Marie Gunnell.
