Australian Health Ministers endorsed the Statement of National Stewardship Expectations for the Supply of Blood and Blood Products ("the Statement") at an Australian Health Ministers' Conference held on 12 November 2010.
Stewardship, in this context, means responsible, sustainable and appropriate use of blood and blood products.
The National Blood Agreement and other contracts in place between the National Blood Authority and suppliers, set out the roles and responsibilities of parties involved in the funding, supply and/or distribution of products. Until now, however, the arrangements have not set out any expectations for those ordering and receiving blood products such as hospitals, laboratories and prescribing doctors. The Statement was designed to address this key gap in the capacity of Governments to influence the appropriate management and use of blood products by health providers and will foreshadow the introduction of measures to support greater accountability for use.
The Statement is also expected to underpin the more extensive and prescriptive draft National Safety and Quality Health Service Standard 7, Blood and Blood Product Safety, which is under development through the Australian Commission on Safety and Quality in Health Care.
Actions to assist in the promotion of the Statement are currently being considered by JBC.
