Supply of Blood or Blood Related Products for use by Australian Residents Temporarily Overseas

The amendment to the National Blood Agreement signed by Ministers on 30 March 2007 allows the NBA to make available the same products and services available in Australia, for Australian residents travelling or serving overseas and in response to requests for humanitarian aid and disaster relief.
Under the guiding policy principles, supply can be made to Australians for use overseas in the following circumstances:

As of 1 July 2010, ‘temporarily’ for the purposes of the supply of blood products to Australian residents temporarily overseas will be taken to mean a maximum of 12 months duration. Limited extensions to this supply may be granted by the NBA under exceptional circumstances, but will not exceed a three month period. These situations will be assessed on a case by cases basis by the NBA.


A patient will only be approved a total period of supply less than or equal to 12 months in any rolling 24 months period.


The following fact sheet has been developed to provide guidance to patients travelling temporarily overseas.

Patients who are going overseas temporarily are requested to complete the following two forms and return them to the NBA at dbp@nba.gov.au or to The National Blood Authority, Locked Bag 8430, Canberra City ACT 2601 at least three month prior to travelling overseas.

Once the NBA has received the completed forms above, we will process the request and communicate the terms and conditions of the overseas supply with the patient.


The first point of contact for clinicians requesting the supply of blood products and blood related products for an Australian Resident going overseas temporarily should be the usual product supplier and in accordance with the protocols for approving and negotiating supply between the NBA and the relevant supplier.


Exceptional Circumstances


An Australian Resident seeking an exceptional extension to the initial 12 month approval of supply of blood or blood products for use overseas is responsible for the submission of the below form:

Please complete the form and return to the NBA at dbp@nba.gov.au or to The National Blood Authority, Locked Bag 8430, Canberra City ACT 2601.


The NBA commits to considering the request for an exceptional extension in a timely manner.


In response to requests from Australian Government Departments


Australian Government agencies, such as the Australian Defence Force (ADF), Australian Customs Service (Customs), Australian Federal Police (AFP), Australian Antarctic Division (AAD) and the Department of Foreign Affairs and Trade (DFAT), may request blood products and blood related products for use by Australian Residents on official duty overseas.


Patients who are going overseas in response to Australian Government Department requirements are requested to complete the following two forms and return them to the NBA at dbp@nba.gov.au or to The National Blood Authority, Locked Bag 8430, Canberra City ACT 2601 at least three months before travelling overseas.
