Why is the plasma fractionation review being undertaken?
A review is being undertaking of the plasma fractionation services in the Australian blood sector as part of the Australia-United States Free Trade Agreement (AUSFTA), which came into effect on 1 January 2005.
Who is conducting the review?
The Australian Government is undertaking the review and has appointed an independent committee. The review committee is chaired by Mr Philip Flood AO, former Secretary of the Department of Foreign Affairs and Trade and former Australian High Commissioner to the United Kingdom. Other members of the committee are Sir Peter Lawler OBE, Professor Graeme Ryan AC, Mr Peter Wills AC and Professor Kevin Rickard AM.
What is being reviewed?
The review is looking at the current arrangements for the supply of fractionation services in Australia. Currently, CSL Limited is contracted to fractionate and produce a comprehensive range of plasma products to meet Australia’s needs. CSL Limited receives all the plasma collected by the Australian Red Cross Blood Service.
What is the timeframe for the review?
The review commenced in February 2006 and is scheduled to be completed by 1 January 2007.
What is the National Blood Authority’s role in the review?
The National Blood Authority (NBA) is not part of the Review, but will be consulted at times to provide factual information and NBA expertise on the blood sector. As part of its expertise in the industry the NBA provided a submission to the review committee of Australia’s current fractionation arrangements. The submission provided factual and accurate data and information. Another document was also provided detailing the supply and use of plasma products in Australia. The NBA will be responsible for implementing the arrangements agreed by governments after the Review is finished. The NBA will not have a part in the decision making by governments as to the review outcomes.
