ARCBS Business Study

In 2006 Health Ministers agreed to a study of the efficiency and effectiveness of the Australian Red Cross Blood Service (Blood Service).  This Business Study was conducted by KPMG and was designed to assess the Blood Service’s organisational capability to deliver “value for public money” in the delivery of the products and services required by governments under the national blood arrangements.


In January 2008 KPMG provided their final report and recommendations for the Blood Service Business Study. Australian Health Ministers Conference (AHMC) agreed on the combined government response and implementation strategy. Ministers also agreed that the Minister for Health and Ageing write to the Australian Red Cross Society (Red Cross) and Blood Service Boards, advising of governments’ response to the Business Study and establishing Ministers’ expectations of the Blood Service.


The Red Cross and Blood Service Boards confirmed their commitment to implementing the Business Study recommendations, which cover a range of functions in five key domains:


The majority of the recommendations of the Business Study have been implemented by the Blood Service.  Any recommendations of an ongoing nature will be reflected in the new Deed of Agreement with the Blood Service, which is currently being negotiated.
